The present study of the acient Irrigation system of Sri Lanka, was undertaken by the author on the
invitation of the international irrigation Management Institute (IIMI) presently having its
Headquarters in Sri Lanka.
According to the author, the Civilization of the Sinhalese, the majority population of the island of
Sri Lanka, was based on irrigation as It led to the transformation of dry , land in vast plains of rajarata into rice growing farms. Thus an advanced system of irrigation and irrigation engineering was then
founded
This system also drew its Inspiration from the doctrine of Gautama Buddha that was Introduced into the island during the reign of emperor Dharamasoka. (3rdcentury B.C). The culture that was produced by this synthesis of religion and irrigation came to be known as Sinhala Buddhist culture,
and the inseparable Vara (tank) and dagaba (the stupa or pagoda) became the symbols of the civilization.
The present study of the hydraulic civilization in the ancient Rajarata comprises three parts. The
first part deals with the history of the irrigation works of Sri Lanka from the beginning of recorded
history upto the thirteenth century; the second deals with the skills and achievements of the hydraulic engineers in ancient Sri Lanka; the third section is devoted to the study of the culture developed through the hydraulic activities with aspects such as water management, taxation
rules and regulations, water cults and rites.
